Agreement signed between Anac and Fondazione Etica

Public decisions are increasingly transparent: the commitment to the Single Transparency Platform is strengthened.

Ensuring ever greater legality and transparency. Develop information and communication technologies to facilitate the collection and organization of data and information subject to publication requirements.

These are some of the objectives of the agreement signed between Anac and Fondazione Etica. The agreement strengthens the commitment to the Single Transparency Platform, managed by the Authority, offering Public sector data and information for the active and informed participation of citizens and all stakeholders. Furthermore, the foundations are laid for cooperation in the development of technologies for the automation of data extraction from the main existing public databases – including that of Local Public Services of economic relevance, held by Anac – their analysis and’implementation of performance and compliance indicators, facilitating the usability and comparability of the information collected.

The Single Platform is expected to create one or more dashboards for publishing and analyzing the data collected on transparency.

The activities identified with the memorandum of understanding, signed by the President of Anac Giuseppe Busia and from President honorary by the Paola Caporossi Ethics Foundation, which specifically include analysis of public databases for the extraction and acquisition of relevant data; analysis, study, and definition of specific indicators for transparency, performance, and compliance; evaluation and testing of indicators and related dashboards for constant and automated monitoring of published data; and technology transfer, including the sharing of methodologies, standards, and technical guidelines.

Under the agreement, Anac and the Foundation will regulate the exchange of information, methodologies, and experiences, while protecting the ownership of each party's know-how and intellectual property.

Thanks to the protocol signed with Fondazione Etica, with which we share a shared interest in promoting and spreading the culture of legality and transparency – explains President Busia -, We can count on further contributions to the database integration and interoperability strategy that underpins the development of the Single Transparency Platform, an objective strongly pursued by ANAC as part of its ongoing effort to progressively reduce burdens on administrations/institutions, while ensuring transparency understood not as a mere formality but as a genuine driving force for the effectiveness and efficiency of administrative action. In this spirit, we have ensured that the results achieved through this memorandum of understanding, including software components, information, procedures, and methodologies, can be published and documented according to the open-by-default principle, with due regard for security, confidentiality, and third-party rights, and made reusable by other administrations in accordance with the Digital Administration Code.“.

The partnership with ANAC allows us to strengthen the work that Fondazione Etica has been carrying out for almost twenty years on transparency understood not as an abstract concept, but as a concrete tool to improve the performance of the administrative machine.”, comments Paola Caporossi who adds “The use of digitalisation will indirectly support individual bodies in their publication obligations and will make it easier for citizens to understand the data”.
