Last Wednesday November 22nd, we took part in the second one Supervisory Committee of the National Capacity for Cohesion Program 2021-2027, held in Rome.

It's about the main institutional table for the negotiation on European structural funds.

The works, opened by the Department for Cohesion Policies of the Presidency of the Council, represented the moment of final discussion with the European Commission for the definition of the strategy relating to the overall implementation of the new territorial cohesion policy in Italy, in the presence of the leaders of the aforementioned Department, the European Commission, the Regions, as well as Ministries, trade unions, ANCI, UPI and UNCEM.

During the debate on the need to differentiate and adapt interventions in favor of institutions, depending on the different starting conditions, the European Commission, in the person of the Director General of DG Regio IV, Nicola De Michelis, publicly recognized the uniqueness and value of the data processed by Fondazione Etica and Centro REP concerning, primarily, to the detection of the ordinary spending capacity of the authorities of the regions of Southern Italy and their performance in the use of European funds deriving from the previous 2014-2020 programming.

This confirms what has already been inserted by the Department for Cohesion Policies in the text of CapCoe Program, and approved by the European Commission last January: “Some research carried out between 2020 and 2021, such as that of Fondazione Etica “Municipalities and the challenge of sustainability,” if on the one hand they inform us about the difficulty of finding simple ways to solve complex problems that have developed over decades without adequate resolution interventions, they also invite us, to focus interventions on certain implementation, management and skills deficits which characterize, albeit not homogeneously, the administrations, especially the smaller ones”.
