Municipalities have a crucial role in the economic and social development of a country, as they represent the public institutional level closest to citizens, the one with which they interact most even if only due to territorial contiguity. It is there, therefore, that the stability of the relationship of trust between administrators and administered is played out, based less and less on the electoral promises of the former and more and more on the satisfaction of the latter for the services received. What, today, a community judges local government on is the ability to respond to the needs of the territory, and it is on this, therefore, that political actors should begin to focus starting from the electoral competition: more than on ideal future programs, on the upstream ability of the municipal administration to function concretely in the ordinary activities of providing good services. Rapid and effective responses: this is what citizens expect, and this is what is often disregarded, with the disastrous consequence of slowly eroding citizens' trust in those who govern them on the territory.
