
The press conference for the presentation of our Report took place on Tuesday 24 June 2025, in the Press Room of the Chamber of Deputies. REP Research Center on the efficiency of the 109 provincial capitals: “Simplify and spend public money wisely – City at the center“.
“This is not yet another ranking, but an operational tool that can offer concrete and surgical support to individual PAs and public decision makers to intervene specifically on needs and make public spending more efficient.", he concluded Paola Caporossi at the end of his speech during which he illustrated some specific results of the investigation activity to acknowledge how the overall picture is made up of lights and shadows, without any institution being able to be promoted with full marks.
This was followed by an interesting and effective discussion, coordinated by Paola Caporossi, with representatives of the institutions and experts in the sector.

The President of ANAC, Joseph Busia, thanking Fondazione Etica and REP for the important work carried out for the benefit of the public interest, highlighted five essential points to work on: transparency as a tool for strengthening administrative efficiency, the valorization of the public information assets available, the value of the comparison as a useful means for measuring and recovering gaps between institutions, the collection of so-called “PA big data” in a single place, investments and regulatory interventions aimed at giving greater visibility and knowledge to the work carried out in the PA.
Even the Chief Economist of CDP, Andrea Montanino, stressed the importance, highlighted by the title of the Report, of better spending public resources which, to date, absorb 50% of GDP. In light of the current context, it is therefore more necessary than ever make spending more efficient, moving towards a cultural change, initiated by the PNRR logic of "achieving objectives".

Taking inspiration from one of the indicators contained in the Report, relating to the management of public real estate assets, he intervened Fabrizio From the Water, today General Manager of the commissioner structure for assets confiscated from organised crime: “It is important today to exploit administrative transparency to acknowledge the long process that confiscated assets undergo before being returned to the community, because it is essential to send a message to the cities in this sense.”.



After the intervention of the Honourable Marco Simiani, who highlighted how important it is not to make simplification coincide with the derogation of functions and responsibilities, closed the meeting on Professor Gitti who, giving the example of what happened in the past for the municipal multi-service companies that made them highly capitalized entities, hoped that the same valorization path could be undertaken for other types of services managed by public bodies, in such a way as to enrich the coffers of local authorities, starting from real estate assets.
