Offices, schools, libraries, theaters, sports centers, public housing, industrial facilities, parks, and more: Municipalities possess a vast complex of assets which potentially represents the first wealth that an institution finds itself with as a dowry. This is a heritage that is often historically stratified, heterogeneous in terms of construction period, state of repair, and intended use, whose value is not limited to the economic dimension, but includes social, cultural, and territorial functions.

Furthermore, in a context marked by growing housing pressure, this heritage takes on an even more marked strategic importance. As highlighted by public debate and recent news reports, the housing emergency is now one of the main social critical issues in the country, especially in large urban centers with greater economic and tourist appeal. Cities like Milan, Rome, Bologna, and Florence are frequently cited as emblematic cases of rising rents, the reduction in the supply of affordable housing, and the difficulty for families, young people, and workers to access stable housing solutions.

In this scenario, the coexistence of unmet housing demand and the presence of unused or underused public buildings raises significant questions about the ability of administrations, primarily regional and municipal, to effectively and strategically manage their assets. Public real estate assets does not represents so only an infrastructure provision or a budget item, but a potential lever for intervention to respond to emerging social needs, starting from the issue of housing, provided that it is the subject of timely knowledge, coherent valorization choices and management models oriented towards the public interest and sustainability in the medium to long term.

We talked about it with the Sole 24 Ore: here the full article can be found.

Il patrimonio immobiliare pubblico costituisce uno dei pilastri più qualificanti e al contempo meno conosciuti dell’azione amministrativa.
